2026/2/25 付で全米ゴルフ協会(USGA)に対し、当社が策定したコンプリート方式(”The Complete Method”)の最新版を提言致しました。

Subject: Proposal for a New Ranking Determination Methodology: “The Complete Method”
To: United States Golf Association (USGA) Rules of Golf Committee
Dear Members of the Rules of Golf Committee,
Regarding the tie-breaking rules proposed today, we added elements about bunker shots of the “The Complete Method” in number 14.
The rules are designed to prioritize last factor, because
score-relevant metrics (example, birdies and bogeys etc.) and lower priority elements that do not fundamentally alter the final score. Please refer to the following details.
We are writing to formally propose a new ranking determination methodology for your consideration. Please be advised that this methodology has already been reported to the Japan Golf Association (JGA), a Public Interest Incorporated Association, on February 19, 2026.
While professional golf tours currently determine rankings primarily based on the best gross score, our company has developed a more comprehensive evaluation framework. This methodology, finalized on February 12, 2026, is designed to provide a more definitive and multi-faceted assessment of player performance. We would like to request that you consider the adoption of this approach for international competitions, including the Olympic Games.
[Ranking Determination Rule: “The Complete Method”]
Rankings shall be determined by comparing the following criteria in sequential order:
1. 18-Hole Stroke Count: Comparison by best gross score.
2. Number of Putts: Total number of putts on the green.
3. Number of OBs: Out of Bounds.
4. Number of RPAs: Red Penalty Areas.
5. Number of Holes-in-One
6. Number of Albatrosses
7. Number of Eagles
8. Number of Birdies
9. Number of Pars
10. Number of Bogeys
11. Number of Double Bogeys
12. Number of Triple Bogeys
13. Comparative number of holes completed for each specific score of +4 or higher
(comparing the frequency of each score in ascending order).
14. Total number of bunker shots
Note on Clause 14: Bunker shot count is placed last as a final tie-breaking factor because it is a technical performance metric that does not inherently alter the total stroke count
Caution
Any partial modification of these rules is strictly prohibited as a violation of our copyright.Please refrain from making any partial changes or modifications to these rules, as such actions constitute an infringement of our intellectual property rights and may result in legal action.
Nomenclature: This ranking methodology is officially designated as “The Complete Method.”
Tie-Breaking & Countback: If rankings remain equal after applying the criteria above, a countback will be conducted starting from the final hole and moving backward to the starting hole. If players remain tied, the ranking will be determined by a playoff.
Playoff Application: “The Complete Method” shall also be applied to determine results within any playoff. This process will be repeated until a definitive ranking is established.
Elimination of Ties: By adopting this methodology, it becomes possible to eliminate “Tied” positions and determine a clear, unique rank for every athlete in the field.

Advantages of Adoption: By implementing this methodology, it is possible to reflect not only the gross score but also a wider range of round statistics—starting with the number of putts—directly into the final rankings, offering a more granular assessment of skill.
